How do we build an Issue/Alternative system in drupal?

This should provide for:

- nested Issues under Alternatives.
- Pros and Cons for each Alternative.
- Selecting one or more Alternatives as the chosen answers for each Issue.
- Tracking which Issues are relevant or not, based on whether the Alternative they are subordinate to is selected or not.
- Report showing all relevant Issues with no selected Alternatives.
- Report showing all selected Alternatives.
